Tokyo was Altair's chosen base of operations. He intended to act as both the protector and adversary of Seitenshi, the ruler of Tokyo. For instance, he positioned himself as an assassin who sought to kill Seitenshi but never quite found the opportunity.
Altair's identity as the Black Dragon was already well-known among Tokyo's elite, so his appearance in the city was a major event. Despite this, he boldly confronted the city's leadership and sought out Seitenshi.
He first visited the Holy Residence, only to find that Seitenshi wasn't there. After searching around, he finally located her. After all, checking government facilities was a sure bet.
However, when Altair found Seitenshi, he also discovered Kikunojo Tendo and other Tokyo elites gathered in the command center. Interestingly, they were holding a meeting, and the topic was none other than how to deal with Altair himself. The projection screen on the wall was playing footage of Altair transforming into the Black Dragon and obliterating Scorpio with a single breath.
Altair ignored them and first sought out Seitenshi, who was also in the command center but not attending the meeting. The meeting was for Kikunojo Tendo and his subordinates, while Seitenshi was in a separate room upstairs. Also in that room was Myojo Shigen, the heiress of the Soma Corporation.
Due to the Black Dragon's existence, the Soma Corporation had been invited to discuss whether they had any weapons capable of countering such a monstrous entity. Although Scorpio was defeated, and Tokyo was temporarily safe from destruction, to the city's elites, another sword of Damocles now hung over their heads.
The threat had shifted from the unpredictable Zodiac Gastrea to a Black Dragon capable of easily annihilating Tokyo with its own will, making it far more terrifying than Scorpio. Thus, Kikunojo Tendo had summoned all of Tokyo's top brass, along with the Soma Corporation, to strategize against the Black Dragon.
For Altair, this was an unexpected stroke of luck. He had planned to hunt them down individually, but here they were, all gathered in one place. It couldn't get any easier.
So, in front of everyone, Altair drew his Ship-Cutting Blade and sliced open the meeting room door with a single swing.
"Now, let's tally up your sins!" Altair declared, delivering a line fitting his dramatic persona, before charging into the meeting room with his blade in hand.
The people inside barely had time to react before Altair cut down two of them on the spot. Only after those deaths did someone finally snap out of their shock.
"It's the Black Dragon! He's the Black Dragon!"
A scream sent the room into chaos. Even Kikunojo Tendo, despite his formidable combat skills as a human, stood up in alarm. He was facing Altair, who clearly wasn't human.
Ignoring their cries, Altair swung his Ship-Cutting Blade relentlessly. Each swing felled one of the elites, sometimes even two at once. Kikunojo Tendo stood at the head of the room, watching impassively as Altair cut down his subordinates one by one. He showed no intention of fleeing, knowing escape was futile. He was certain Altair was the Black Dragon, as only that could explain how he had descended from the sky outside the Holy Residence earlier.
More importantly, Kikunojo wanted to know who had sent Altair. Who could control such a terrifying figure to assassinate Seitenshi?
Today, Tokyo hadn't been destroyed by Scorpio or the Black Dragon, but was it doomed nonetheless? With all of Tokyo's leadership gathered here and Seitenshi just upstairs, the city's entire power structure was at risk of being wiped out. Invasion and domination by other regions seemed inevitable.
Altair continued wielding his Ship-Cutting Blade, cutting down those who couldn't move. His "Tally of Sins" Ability was a large-scale control skill that instilled fear in evildoers, rendering them immobile. While it only worked on the truly corrupt, it was more than enough to handle these elites.
As for those who could still move, Altair spared them. They might have done some wrongs, but since they weren't paralyzed by his skill, their evil wasn't significant enough to warrant death, for now.
After slaying over a dozen people, Altair approached Kikunojo Tendo, his blade dripping with blood.
"You must be Kikunojo Tendo."
"Indeed, that's me." Kikunojo replied.
Despite facing a merciless killer, Kikunojo, a seasoned man, showed no fear.
"Good. First, I'll cut you down, then I'll head upstairs to deal with that little girl. My mission will be complete. Don't bother trying to escape, I don't even need precision to kill you. One breath, and you're all done for."
"Can you tell me who sent you to assassinate me and Seitenshi?" Kikunojo asked.
Unlike other villains with misplaced confidence, Kikunojo had no illusions about defeating Altair. He was ready to die but wanted to know who was behind it all.
"Sorry, I'm not in the habit of betraying my boss."
"Not even to a man about to die?"
Kikunojo was indignant. Couldn't he at least know who had ordered his death?
Altair's response was the swing of his Ship-Cutting Blade, which cut Kikunojo Tendo down on the spot.
"That's right. You don't deserve to know."
Altair had no patience for idle talk. Chop first, talk later.
Kikunojo Tendo, the power behind Tokyo's rule for a decade, was dead.
After killing Kikunojo, Altair slowed his pace. Those immobilized by his skill had already been dispatched, leaving only those cowering on the floor or still capable of moving.
Now, his goal was to buy time until reinforcements arrived.
After about a minute, footsteps echoed from outside. A group of men in black suits rushed in, armed with handguns, and immediately opened fire on Altair.
"Tch, these guys again. Lucky for you!" Altair muttered.
He raised his Ship-Cutting Blade like a shield, blocking the bullets, then, with a disgruntled huff, smashed through the nearby window and leaped out.
After Altair crashed through the glass and escaped, Seitenshi and Myojo Shigen entered the meeting room. Seeing the room filled with corpses, Myojo's mind was filled with question marks.
"What happened here?"
