The spies and secret agents of various countries have been trained to have a conditioned reflex: whenever something happens, whether good or bad, they first check if there are imperial counterparts at the scene, how many there are, and which troublesome guys have arrived. Based on the number, names, and threat levels of the imperial intelligence personnel, a preliminary estimation can be made of how big a headline the empire intends to create.
This is by no means calling the empire a "troublemaker." How could such a despicable label be associated with the empire? The more formal opinion of countries is that "the existence of the empire is the root cause of all troubles and chaos."
This evaluation may seem rude, but it is not wrong in any way, nor is there even a slightest misunderstanding.
