The White Tower... Its full name was the Pure White Tower, one of the only three places in the world where students were taught magic without discrimination. In other places, the transmission of magic relied solely on the master-disciple relationship.
Students were taught in a master-disciple fashion, like Yila and Isabella, or Vera and Isabella. Conducting widespread classes for teaching magic was not allowed because knowledge was considered valuable.
Before becoming students of the Pure White Tower, they had to swear to adhere to its principles... among which were several shared rules upheld by the Three Towers, one of which was—prohibiting the establishment of classrooms.
Of course, because the rules were simple, it was obvious people would try to find loopholes... but whether you violated the rules was not for you to say. Those who tried to find loopholes had already become dust.
It was to such an extent that even attempting to resurrect them as the undead was impossible.
